Mistakes on a visitor levy return are not a catastrophe, and this isn't a page designed to frighten you into anything. It is worth knowing what the framework actually allows, and being honest about the parts the Council hasn't finalised.
What the framework allows
- Councils can apply penalties for returns submitted late, and for returns that are inaccurate.
- Interest can be charged on levy amounts paid late.
- The Council can request the records behind your figures, which is why keeping your working matters as much as the total.
- Liability sits with the accommodation provider. If a guest refuses to pay the levy, the amount is still due from you.
What is still unconfirmed
Edinburgh's August 2025 guidance describes the penalty mechanism as still being finalised, and says the same about the process for claiming the 2% administration fee providers may retain. Anyone quoting you precise penalty amounts today is going beyond what the published guidance supports. We'll update this guide when the Council publishes the detail.
If you find a mistake yourself
- Work out the correct figure and the size of the difference before doing anything else.
- Contact the Council, explain what happened and ask how they'd like the correction made.
- Keep the corrected working, the original figures and the correspondence together.
- Fix the habit that caused it — usually VAT order, the night cap, or extras left in the accommodation figure.
Voluntarily correcting an error you found yourself is a materially better position than having it found for you, and the record of how you calculated each booking is what makes that conversation short.
